2010 Washington County Floods
Washington County Utah faced many water challenges, which is a challenge for any county to deal with in the US, let alone anywhere else in the world. Counties can be affected by flooding for various reasons. In some areas flooding is due to excessive snow accumulation and then a stint of nice weather where is all melts rapidly and causes rivers to over flow their banks. Other areas can be affected by unusually high amounts of rainfall after an extremely dry period. The ground cannot absorb all of the sudden moisture and causes the water to accumulate at the lowest spots.
Making a path for the water to run off is a good plan, if it's available.
If you've lived in an area that is prone to flooding, then you've likely experienced sand bagging and seen the National Guard called in to help with that.
